How to ensure a fairer vet market for consumers

The UK veterinary market has seen significant changes, including increased pet ownership and consolidation. In 2024, the UK Competition and Markets Authority (CMA) launched a market investigation to ensure strong competition and good outcomes for pets and owners. The CMA's initial review found issues like a lack of transparency and limited consumer access to basic information, prompting a formal investigation.

Unlike many European authorities, the CMA can conduct whole-market investigations, allowing for comprehensive assessments and sector-wide remedies. The CMA received 56,000 responses, indicating widespread concerns. 

The CMA has most recently published multiple working papers setting out the current assessment of evidence and emerging views about the market, with a deadline to comment of 27 February 2025. Potential remedies include mandating clear pricing information, imposing maximum prices, and implementing structural changes to enhance competition. The CMA may also suggest incorporating remedies into the Royal College of Veterinary Surgeons (RCVS) Code of Professional Conduct.

Internationally, competition concerns in the veterinary sector are also present in the US, Ireland, and France. The CMA's investigation could serve as a model for other countries, prompting broader changes in the global veterinary industry.

The CMA's investigation highlights the tension between prioritising pets and profits. The authority's provisional decision is expected by May/June this year, and if competition concerns are identified, multiple remedies may be required. This could significantly impact the UK veterinary sector and influence other countries' approaches to similar challenges.
